Visa Requirement Query

I am an Indian national currently residing in Ireland and I hold a valid Irish Residence Permit (IRP). I am planning to travel to Albania for tourism purposes and would like to clarify the visa requirements.
Could you please confirm whether I may enter Albania using my Indian passport along with my valid Irish Residence Permit, or if I am required to obtain an e-visa prior to travel?
Additionally, I would appreciate clarification regarding travel for a minor. We will be travelling with a child aged between 2–3 years who holds an Indian passport but does not have an Irish Residence Permit. In this case, would the child require a visa, and what would be the correct procedure to follow?.

Hi,pls let me know,we are flying tomorrow to albania with irp card,i heard they changed the rules yesterday but we booked already tickets & hotel would they consider it given situation
