Regarding E Visa

My friend is an Indian passport holder working in Ireland as a skilled worker, and she got a valid IRP card. She wants to visit Albania; she booked tickets for ups and downs. for 8th June. Does she need a visa to travel ? The other question is, when we apply for an e-visa, the nationality option does not show India? What do we need to do?
