How difficult is it to get a visa for a lebanese citizen (with no Shengen visa or other residency)

1/ How difficult is it to get a visa for a Lebanese citizen (with no Shengen visa or other residency). Ie does Albania normally grant such visas?
2/ How long does it take to know whether a Lebanese national will get a visa to Albania?
3/ In general what are the requirements (other than photo, passport, return ticket and hotel) for Albania to approve a tourist visa to Lebanese citizens with no other residencies or Shengen visa?
